EU Fertilising Products
Brief description:
From July 16, 2022, Regulation (EU) 2019/1009 for Fertilising Products (Fertilising Products Regulation – FPR) has been implemented.
The Regulation establishes rules regarding the placing of EU fertilising products on the market, amends Regulations (EC) no. 1069/2009 and (EC) no. 1107/2009 and repeals Regulation (EC) no. 2003/2003. It also introduces rules and conditions for affixing the CE marking to an EU fertilising product.
Detailed description:
The new Regulation (FPR) establishes a common legal framework for fertilising products in the form of a ‘conformity assessment’ mechanism, fundamentally changing product labeling requirements and the way in which fertilising products are CE-marked. From July 16, 2022, producers, importers, authorized representatives and distributors of fertilising products may market CE-marked fertilizing products such as organic fertilisers, organo-inorganic fertilisers, growing media or biostimulants within the EU, provided they comply with the requirements of the new legislation.
The conformity assessment procedure shall be followed by producers, regardless of whether they are established in an EU country or a third country, if their products are made commercially available in the EU. The Regulation provides four potential procedures for assessing the conformity of an EU fertilising product, each of which can be used for specific products based on Product Function Categories (PFCs) and Component Material Categories (CMCs). Notified Certification Body involvement is required for three of the four conformity assessment procedures. TÜV AUSTRIA Hellas has a full scope of Accreditation to carry out conformity assessment procedures for all types of fertilising products in the European Union.

What is the certification process?
To certify an EU Fertilising Product, the following steps must be followed:
- Submission of the Certification Application to TÜV AUSTRIA
- Review of the application data and submission of an economic and technical offer
- Acceptance of the economic terms and conditions of cooperation (contract and Certification Regulation)
- Submission of the necessary information from the Organization for the products to be certified
- Planning and carrying out of the assessment
- Certification of products after successful completion of the assessment
- Upon completion of certification, continued compliance monitoring through surveillance assessment (where required) on an annual basis
To which organisations and businesses is it addressed?
To manufacturers, authorized dealers, importers and distributors of fertilising products that are placed on the EU market
