Detailed description
From January 1, 2015, quotas were introduced on quantities of fluorinated gases produced in or imported in the EU.
The total quota for each year is allocated to producers and importers by the European Commission, through an electronic licensing system and relevant registry of businesses. Producers and importers receive their quotas and relevant permits from the European Commission, and they are required to submit yearly reports.
Small producers and importers (quantities less than 100 tonnes of CO2eq) are exempt from the quota system, as are quantities imported into the European Union for destruction, raw materials and re-export, military applications, and small-scale medical applications.
